help: tweak keyword format output

  $ hg init a
  $ cd a
  $ hg init b
  $ echo x > b/x

Should print nothing:

  $ hg add b
  $ hg st

Should fail:

  $ hg st b/x

  $ hg add b/x

Should fail:
