git: decode node IDs back into Python strings (issue6349)

db.text_factory = bytes, so the database contains only strings. The object IDs
we get from pygit2 are Python strings. b'foo' != 'foo'

This change allows the "don't reindex" optimization to work by allowing the
"cur_cache_heads == cache_heads" comparison a few lines down to succeed.

This directory is meant to cache artifacts useful for tests (such as bundle).

Those artifacts need to be cached because they are slow to regenerate on each
test but too large to be tracked within the repository. They are not expected
to change between each run and can be cached.

The `./scripts/` contains code to generate the artifact while the `cache`
directory contains resulting artifact.
