run-tests: move run into Test class
Future patches will change how replacements work. Since the logic in
run() is strongly tied to the operation of individual tests and since
there is potential to make the implementation simpler by giving the
function access to Test attributes, move it into Test.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
