web: provide the file number to the diffstat templates

This allows the diffstat templates to link into the diff output. For example,
the URLs of the first three files within the diff are #l1.1, #l2.1, #l3.1.

  $ hg init t
  $ cd t
  $ echo a > a
  $ hg add a
  $ hg commit -m test
  $ rm .hg/requires
  $ hg tip
  abort: index 00changelog.i unknown format 2!
  [255]
  $ echo indoor-pool > .hg/requires
  $ hg tip
  abort: unknown repository format: requires feature 'indoor-pool' (upgrade Mercurial)!
  [255]
