bugzilla: stop bugs always being marked as fixed in xmlrpc (
issue3484)
Bugs should only be marked fixed if the comment parser gives them the
fixed state. xmlrpc+email got this right, xmlrpc screwed it up.
hg debuginstall
$ hg debuginstall
