upgrade: drop the prefix to the 'allowednewrequirements' function

Now that we are in the 'upgrade' module we can simplify the name.

  $ hg init

  $ hg ci -Am0

  $ hg -q clone . foo

  $ touch .hg/store/journal

  $ echo foo > a
  $ hg ci -Am0

Check that zero-size journals are correctly aborted:
