pycompat: add empty and queue to handle py3 divergence

pycompat: add empty and queue to handle py3 divergence

While the pycompat module will actually handle divergence, please
access these properties from the util module:
util.queue = Queue.Queue / queue.Queue
util.empty = Queue.Empty / queue.Empty
