py3: replace os.getenv with pycompat.osgetenv

py3: replace os.getenv with pycompat.osgetenv

os.getenv deals with unicodes on Python 3, so we have pycompat.osgetenv to
deal with bytes. This patch replaces occurrences on os.getenv with
pycompat.osgetenv
